Slice potatoes into 1/4-inch thickness. Layer half in dish, add onions, then rest of potatoes. Season with salt and pepper.


Melt butter, add flour and salt in saucepan over medium heat. Whisk for a minute. Slowly add milk, stirring for about 5 minutes until slightly thick. Take off heat, add shredded cheese and stir until melted.


Pour over the potatoes and cover with foil. Bake for 1.5 hours in the preheated oven.
